It is neither general nor a verdict. It is the setup of a rhetorical trap — and the people who quote it at you are standing in the trap.

Paul’s actual argument

Romans 1:18–32 is not a freestanding teaching on sexuality. It is the opening movement of a diatribe — a recognized Greco-Roman rhetorical form — in which Paul paints idolatrous Gentile excess in its most lurid stock imagery so that his audience will nod along in judgment. The portrait draws on the world his readers knew: imperial cult worship, temple prostitution, and the sexual exploitation economy of Roman households, where enslaved people and boys were used by men of status as a matter of course. “Exchanged natural relations” describes excess-driven exploitation by people acting against their own natures — Paul’s stated premise — which is definitionally not a description of people for whom love of their own gender is their nature.

The trap in chapter 2

Therefore you have no excuse, O man, every one of you who judges. For in passing judgment on another you condemn yourself.
Romans 2:1 — the very next sentence after the passage they stop quoting

The chapter break is medieval; Paul’s argument runs straight through it. He builds the judgment to spring it: you who condemn are the subject of this letter. Quoting Romans 1 as a weapon requires stopping one verse before Paul turns the weapon around — a reading practice the text itself names as self-condemnation. Romans was written to unify a fractured Roman house church across the judge/judged divide; its climax is chapter 8’s “nothing can separate us,” not chapter 1’s stock villainy.

What the words underneath show

The vice lists elsewhere in Paul (1 Corinthians 6:9, 1 Timothy 1:10) turn on two Greek words — malakoi and arsenokoitai — whose meanings were unsettled enough that English Bibles translated them as “weaklings,” “self-abusers,” and “abusers of themselves with mankind” for centuries. The word “homosexual” first entered any Bible in 1946 (RSV) — a translation choice, made in living memory, whose own committee members later expressed reservations. Dale Martin’s Sex and the Single Savior (2006) and the documented RSV correspondence trace this in detail. A sixty-year-old translation choice is not an ancient verdict; it is an editorial decision, revisable by the same honesty that made it.

What remains when the trap is disarmed

Romans remains what it was: the most sweeping grace argument ever written, addressed to people busy judging each other. Its actual verdict on you was published in chapter 8 — nothing separates, not powers, not present, not future, and not a first-century diatribe about imperial temple excess that was never about you. The people wielding chapter 1 owe chapter 2 a reading. You owe it nothing but a citation-backed goodbye.

Sources for checking this work: Dale B.
