Why a charter at all

In the 1830s the Chartists put six demands on a sheet of paper and collected millions of signatures for a standard of dignity that did not yet exist in law. Every one of those demands but one is now ordinary. A named, signed, public standard is not a symbolic act — it is how a moral position becomes something institutions eventually have to answer to.
