The Actual Problem
Attrition is the mechanism.
A large share of initial disability benefit claims are denied. That is widely known. What is less widely said is that a substantial portion of those denials are eventually overturned on appeal — which means the first denial is frequently not a judgment about eligibility at all. It is a filter that removes everyone who lacks the stamina, time, or support to keep going.
The people that filter removes most efficiently are the people whose disabilities make paperwork, phone queues, and multi-month waits hardest. That is not an unfortunate side effect of the design. It is the design working.
You are not bad at this. It is built to be survived rather than completed, and most people who give up were eligible the entire time.
